PLANNING

1987

Martin County 2005 Long Range Transportation Plan (LRTP) reflected the need for a second crossing of the South Fork of the St. Lucie River

The MPO, Florida Department of Transportation (FDOT) and community prepare long range plans, prioritize transportation projects, and determine sources of funding.
1994
Martin County Metropolitan Planning Organization (MPO) adopted 2020 LRTP reflecting the need for a total of eight lanes crossing the South Fork of the St. Lucie River.

PROJECT DEVELOPMENT & ENVIRONMENT (PD&E) / 5 YEARS

1998
State Road 714 / Palm City Bridge Feasibility Study: Establishes the need for four additional or alternate lanes crossing the St. Lucie River.
Multiple alternatives are developed. Environmental analysis is performed. Preferred alternative is selected and Preliminary design is prepared.
1998
Martin County MPO requested FDOT to evaluate alternate corridors to provide additional capacity and alleviate future traffic congestion along SR 714.
1999 - 2000

FDOT prepared the Corridor Report for the New Bridge Crossing Alternative. This report included the evaluation of seven (7) corridor alternatives and their impacts on the human and natural environment. The corridor alternates included:

  • Taking no action (No Build/No Project).
  • Widening the existing SR 714 corridor to a six-lane corridor with an additional new two-lane corridor.
  • Widening the existing SR 714 to an eight-lane corridor.
  • An additional four-lane corridor.
  • Two additional two-lane corridors.
December 2000
FDOT presented the Martin County MPO with the Corridor Report information. MPO endorsed the Indian Street / CR 714 corridor to be further evaluated in the Project Development and Environment (PD&E) phase's Environmental Impact Statement (EIS) as a four lane bridge, along with the "No Build Alternative."
2001 - 2002
FDOT begins preparation of the Environmental Impact Statement (EIS) and Preliminary Engineering Report (PER). Three (3) alternative alignments within the CR 714 / 36th Street / Indian Street corridor are developed, and their impacts on the human and natural environment are analyzed for comparison to each other and the "No Build Alternative."
2002 - 2003
FDOT conducts a series of workshops with local community groups and regulatory agencies to promote awareness and understanding of the project, to solicit stakeholder input, and to evaluate and address concerns.
September 2003
DEIS is signed by FHWA
November 2003

FDOT presents the findings of the PD&E study and the "preferred alternative" at the Public Hearing.

2003 - 2006
Series of FEIS submittals and coordination with federal, state and local agencies
January 2006
FEIS submitted to FHWA
Summer 2006
Location and Design Concept Acceptance is granted by the Federal Highway Administration (FHWA) to qualify the selected design alternative for federal funding.
Fall 2006
FINAL DESIGN / 2 YEARS Technical drawings and specification are developed and permits are acquired.
Begins 2009
RIGHT-OF-WAY* / 3 YEARS Any property needed is identified, negotiated and purchased.
2010
CONSTRUCTION** / 3 YEARS Planned improvements are constructed.
2012
MAINTENANCE** New bridge corridor is completed followed by ongoing preservation and routine maintenance of transportation facilities.

* R/W PHASE IS PARTIALLY FUNDED.

** CURRENTLY NOT FUNDED IN FDOT'S FIVE YEAR WORK PROGRAM.
