FLOWCHART
This brief explanation
of how the Project Development and Environmental (PD&E)
process and Community Assessment / Public Involvement Plan compliment
each other has been prepared as an introduction to the project.
It will help you understand the process as well as track the
progress of the study. The PD&E process was developed to
ensure that transportation projects are designed with due consideration
of engineering and environmental aspects as well as public involvement.

COLLECTION
The first major work effort of the PD&E Study is
the collection of available data pertaining to the study
corridor including engineering / environmental data
and public concerns. |

SECTION DEVELOPMENT
The primary components of the proposed roadway making
up the required right of way width will be determined
based on design standards and criteria as well as data
collected from the stakeholders. |

Various improvement alternatives and project concepts
will be developed based on the typical section requirements

& ANALYSIS
The various improvement alternatives will be further
developed based on additional analysis and input. The
engineering, environmental and socio-economic impacts
of each alternative will be documented in the Preliminary
Engineering Report (PER) and Environmental Inpact Statement
(EIS). The "No Build" alternative will remain
a viable alternative throughout the study process. It
will be evaluated along with all the other project alternatives. |

REVIEW OF DRAFT ENVIRONMENTAL

PUBLIC
HEARING
After the comments are reviewed and the analysis of
the alternatives has been refined, a formal Public
Hearing will be held to present the preferred alternative
to the public. The Public Hearing provides a forum
for input. A final decision on the recommendations
will not be made until after the Public Hearing. |

REVIEW OF FINAL ENVIRONMENTAL DOCUMENTS

LOCATION
AND DESIGN CONCEPT ACCEPTANCE
After the comments from the Public hearing have been
addressed and the project reports are finalized, the
study phase of the project will be complete. The FHWA
then grants Location and Design Concept Acceptance
(LDCA) to qualify the preferred alternative for federal
funding. |
